SEX OFFENDER COMMUNITY NOTIFICATION MEETING

Purpose of MeetingTo provide information and education to the citizens of the City of Kiel about the residency of a sex offender within the city limits.

 

Pursuant to Wisconsin Act 440, the Kiel Police Department has been notified by the Wisconsin Department of Corrections of the release of a sex offender into the community.  Notification of the release is being made to public and private organizations and agencies in the interest of public protection.  The Kiel Police Department participates as a member of a multi-jurisdictional law enforcement team in determining which agencies/ organizations should be notified of the release.  The intent of the team is to balance the public’s need to be informed with the offender’s need to be successfully integrated into the community.  This individual has served the maximum sentence imposed upon him by the courts.  The person who is the subject of this meeting is not wanted by the police at this time.  This notification is not intended to increase fear; rather it is our belief that an informed and educated public is a safer public.

 

Release Information: On Wednesday, April 23rd, 2008, Richard J. Hilbelink, will be released from prison after serving time for a criminal conviction of 1st Degree Sexual Assault of a Child. Hilbelink will be residing in an apartment located at 11 E. Paine Street in the City of Kiel.
